Aim

The aim of the course is to enable students to acquire knowledge about the link between environmental problems and objectives and how policy decisions on environmental goals can be accomplished. The course also aims to impart basic knowledge of theories of environmental policy making and theories of social functions and tools / methods - informal, economic and legal - to operationalize environmental goals. The course will lead to the student developing the ability to from a systems perspective, integrating science, social science and technical knowledge to solve environmental problems.

Course objectives

After completing the course, students should be able to:
- explain administrative and environmental issues related to implementation of environmental goals.
- relate the Swedish environmental law, with emphasis on the environmental code, to society's governance system and environmental issues.
- explain how Sweden's EU membership affects Swedish environmental law.
- critically analyse environmental decisions from an environmental science perspective.

Content

The course addresses how environmental problems are transformed into environmental policy objectives and how these objectives are actually implemented. Central to the course is particularly fundamental theories of decision making related to environmental goals and on environmental law and environmental economics theories and methods / instruments (environmental law, environmental management, environmental fees, taxes, subsidies, voluntary agreements, certificates, information, etc.) to implement environmental policy. Basic knowledge of agency structure in Sweden and the EU are included, as well as basic knowledge of international environmental agreements.
